On the occasion of Civil Services Day, Prime Minister Narendra Modi addressed India’s civil servants, hailing them not just as administrators but as the “architects of New India.”

Speaking at Vigyan Bhawan, New Delhi, PM Modi emphasized the transformative role of bureaucracy in shaping the nation’s development story. He asked officers to work beyond procedural efficiency and adopt a mission-mode approach rooted in outcome-driven governance.

“Civil servants are not just government employees; they are key nation-builders who must lead India into the future with vision, innovation, and empathy,” the Prime Minister said.

PM Modi’s Key Messages to Bureaucracy

  • Break Departmental Silos:
    PM Modi stressed that inter-departmental coordination must become the norm. Civil servants should no longer operate in isolated compartments.
  • Adopt Tech and Data:
    He asked administrators to use emerging technologies, AI, and data analytics to improve service delivery, efficiency, and transparency.
  • Citizen-Centric Governance:
    Civil servants must prioritize the poorest and most marginalized and ensure government schemes reach the last person.
  • Measure Impact, Not Just Inputs:
    The Prime Minister advocated for tracking real-world outcomes, not just budget allocations or policy announcements.
  • Promote Young Leadership:
    Encourage younger officers to take lead roles in innovation, experimentation, and governance labs.

Gujarat Launches India’s First Space Tech Policy

On the same day, Gujarat marked a major milestone by becoming the first Indian state to launch a Space Tech Policy. The ambitious move aims to attract investment and encourage private sector participation in space innovation.

Key Goals of the Gujarat Space Policy:

  • Rs 41,600 crore [$5 billion] investment by 2030.
  • Promote satellite manufacturing, launch services, and space-based applications.
  • Collaborate with ISRO, IN-SPACe, startups, and academia.
  • Create a Space Innovation Hub and build a talent pool for the space economy.
  • Offer incentives and subsidies for space startups and private players.

The Gujarat government also announced a dedicated Space Park in Ahmedabad, with facilities for R&D, simulation, and training. Both events highlight India’s push for transformation—through the twin engines of bureaucratic efficiency and technological leadership. While PM Modi calls on civil servants to adopt a more agile, reformist mindset, Gujarat’s space policy reflects the country’s bold vision to lead in emerging domains.
