Despite Drop in Beer Sales, Delhi Excise Revenue Rises Sharply

Delhi’s liquor market has witnessed contrasting trends over the past four years, with beer sales declining after a peak in 2022–23, while overall excise revenue continues to rise, indicating higher-value consumption and improved tax collections.

Year-on-Year Beer Sales (in Cases)
Beer sales in Delhi recorded significant fluctuations:
2021–22: 9,252,429 cases
2022–23: 12,282,082 cases
2023–24: 7,723,750 cases
2024–25: 7,026,220 cases

After reaching a high point in 2022–23, beer consumption dropped sharply in the following two years, suggesting changing consumer preferences, policy impact, or pricing effects.

Total Liquor Sales (Including Beer)
Despite the fall in beer sales, overall liquor sales remained relatively stable:
2021–22: 2.30 crore cases
2022–23: 2.70 crore cases
2023–24: 2.19 crore cases
2024–25: 2.32 crore cases

The figures show a recovery in 2024–25 after a dip in 2023–24, indicating sustained demand in the liquor market.

Excise Revenue on the Rise
Delhi’s excise department registered a notable increase in revenue, even as consumption patterns shifted:
2023–24: Rs 7,430.97 crore
2024–25: Rs 8,254.76 crore

The rise of over Rs 800 crore in one year highlights stronger revenue mobilisation, possibly driven by higher licensing fees, premium brands, and better compliance.

Retail Liquor Outlets Increased
The number of retail liquor shops in Delhi rose during this period:
2023–24: 673 shops
2024–25: 714 shops

This expansion indicates wider retail availability and improved access for consumers.

Fewer Licensed Hotels, Clubs, and Restaurants
In contrast, the number of excise-licensed hospitality establishments declined:
2023–24: 1,079 outlets
2024–25: 1,017 outlets

The drop may reflect rising operational costs, licensing challenges, or post-pandemic adjustments in the hospitality sector.

More Registered Liquor Brands Enter Market
Delhi also saw an increase in the number of registered liquor brands:
2023–24: 1,470 brands
2024–25: 1,579 brands

This growth suggests increased competition, greater product variety, and a stronger presence of premium and niche brands.

Overall Outlook
While beer consumption has declined in recent years, Delhi’s liquor sector continues to generate higher excise revenue, supported by retail expansion, premiumisation, and improved regulatory mechanisms. The data points to a market that is evolving rather than shrinking, with changing consumer behaviour and policy-driven impacts shaping the sector.
