In a major step to improve safety at recreational facilities, the administration in Greater Noida has introduced strict rules for swimming pools and gyms operating across the city.
Authorities have announced that swimming pools must appoint both male and female lifeguards, while gyms will not receive a No Objection Certificate (NOC) unless they appoint at least one female trainer.
The decision was taken by the district administration under the direction of Medha Roopam.
New Rules Introduced for Women’s Safety
Officials said the new safety guidelines were introduced after several incidents of harassment and safety concerns were reported in residential societies, particularly in Greater Noida West.
Under the new guidelines:
●Every swimming pool must have both male and female lifeguards
●Gyms must appoint at least one female trainer
Facilities failing to meet these requirements will not be granted an NOC
Authorities clarified that if a male trainer conducts training sessions for women without a female trainer present, it will be treated as a violation of the rules.
Registration Process Started
The registration process for swimming pools and gyms has started at Malikpur Sports Stadium.
Operators have been given seven days to submit their applications along with more than 22 required documents.
For swimming pools, officials have prepared a detailed 32-point application form that must be fulfilled before permission is granted.
The District Magistrate and sub-divisional magistrates will closely monitor the verification process.
Fraud Detected During Initial Inspections
During preliminary inspections, officials discovered that some operators were attempting to bypass the rules by showing the same lifeguard assigned to multiple pools on paper, while the person was not actually present at the facility.
Authorities warned that strict legal action will be taken against anyone found submitting false information or engaging in fraudulent practices.
Officials also clarified that applications listing only one lifeguard—whether male or female—will be rejected immediately.

Mandatory Safety Documents Required
Operators applying for permission must also submit several mandatory documents, including:
●Groundwater NOC
●Disaster management plan
●Safety compliance details
Authorities said the aim of these rules is to ensure that recreational spaces remain safe and comfortable for women, children, and all residents.
Hundreds of Applications Already Received
Officials said the administration has already received:
More than 250 applications for swimming pools
Over 150 applications from gym operators
Authorities expect more applications as the summer season approaches.
