New Delhi: The central government is working closely with state administrations to implement a multi-layered strategy designed to curb unauthorised communication and the persistent misuse of mobile phones inside prisons across the country. The primary objective of this joint initiative is to dismantle illicit criminal syndicates operating from within prison facilities, prevent extortion rackets, and halt other unlawful activities coordinated behind bars. As part of this comprehensive drive, the Bureau of Police Research and Development has initiated a specialized campaign to address the issue of illegal communications, initiating consultations with states to formulate an operational roadmap.

Advanced Call Blocking to Replace Conventional Jammers

Sources associated with the Bureau of Police Research and Development stated that authorities are shifting focus toward modern communication control systems as effective alternatives to traditional signal jammers. A key component of this technological upgrade is the deployment of the Harmonious Call Blocking System, which aims to suppress unauthorised mobile communications strictly within correctional premises. Unlike traditional jamming solutions that often disrupt mobile connectivity for law-abiding citizens and commercial establishments in surrounding neighborhoods, these advanced call-blocking systems are tailored to isolate prison boundaries without interfering with external cellular networks.

AI-Based Surveillance and Centralised Monitoring Hubs

In tandem with transmission-blocking solutions, the security blueprint places significant emphasis on integrating artificial intelligence-driven surveillance systems, high-resolution cameras, and centralised control rooms. These automated monitoring tools are intended to bolster overall institutional security by actively identifying suspicious inmate conduct, tracking the presence of contraband, and generating immediate alerts for duty officers when potential breaches occur. Centralised control rooms will allow supervisory personnel to oversee multiple wings of a facility concurrently, ensuring rapid and coordinated interventions whenever anomalous patterns or safety violations are flagged by the system.

Administrative Oversight and Detection Equipment

Security establishments recognize that technological interventions must be accompanied by rigorous administrative measures to prevent devices from entering jails in the first place. Prison authorities are deploying advanced metal detectors and portable handheld scanners to uncover mobile handsets, SIM cards, and related contraband concealed inside cells and common grounds. Alongside physical detection, strict administrative accountability remains a cornerstone of the policy. Authorities are instituting regular surveillance of guard staff, reviewing sensitive job postings, maintaining digital logs, and closely monitoring entry and exit gates to curb official negligence and prevent inside collusion with inmates.
