Agreement-to-Sell Model Planned for New Noida Land Acquisition Across 80 Villages

Land acquisition for the ambitious New Noida project is expected to begin soon, with authorities planning to acquire land from around 80 villages. Officials said farmers may be offered compensation on the lines of Greater Noida and Yamuna Expressway Authority rates, while alternative models are also being explored.
One of the key options under consideration is an “Agreement to Sell” model, under which farmers would enter into an agreement with the authority for a period of 11 months. During this time, the land would be offered first to the authority. If the authority decides not to purchase the land, farmers would then be free to sell it to a third party. The final decision on this model will be taken at the state government level.

Administrative Setup Being Strengthened
To facilitate smooth land acquisition, the government is appointing three additional tehsildars for the New Noida region. The authority had recommended three names, which have already received approval from the state government. Officials confirmed that a temporary office for New Noida will be set up soon to coordinate administrative and land-related processes.

New Noida to Be Developed Over 209 Sq Km
New Noida is planned over a vast area of 209.11 square kilometres, equivalent to 20,911.29 hectares. The notification for the project was issued in October 2024. Officials said a detailed presentation on the land acquisition strategy was recently made in Lucknow, outlining a hybrid model that combines multiple acquisition methods to minimise disputes and delays.

City Development Planned in Four Phases
The master plan for New Noida will be executed in four phases:
2023–2027: Development of 3,165 hectares
2027–2032: Development of 3,798 hectares
2032–2037: Development of 5,908 hectares
2037–2041: Development of 8,230 hectares
Authorities say phased development will help manage infrastructure growth, housing demand and industrial expansion efficiently.

Talks to Begin with Village Heads
Officials said discussions will soon begin with village pradhans, especially in strategically important areas near the Eastern Peripheral Expressway and GT Road junction. Initial land acquisition may start in villages such as Jokhabad and Sanwali, where a temporary office of the DNGIR (New Noida) authority may also be established.

Strategic Importance of New Noida
Officials emphasised that New Noida holds major strategic and economic importance, given its connectivity to expressways, industrial corridors and NCR hubs. The project is expected to emerge as a major urban, industrial and residential centre in western Uttar Pradesh.
