Bihar Bhumi Launched: Correct Land Records from Home, No Office Visits Needed

The Bihar government has launched ‘Bihar Bhumi’, a state-wide digital initiative aimed at modernizing land records and simplifying property management for citizens. Starting August 16, 2025, property owners across the state can now correct errors in their land documents—such as incorrect names, khata/khasra numbers, rakba, lagaan details, and entries under deceased ancestors—without visiting government offices.

This step is part of the state’s broader Digital India mission, emphasizing convenience, transparency, and streamlined governance for farmers, homeowners, and other stakeholders.

Priority to Deceased Ancestor Records
A key feature of the campaign is the prioritization of plots registered under deceased predecessors. The heirs’ names will now be included in Register-2, and future rent receipts (lagaan) will reflect the legitimate owner’s details. Revenue authorities can approve corrections on the spot, and citizens will receive updated Jamabandi or Record of Rights (RoR) copies directly at their homes.

Revenue Officer Satish Kumar noted that the initiative goes beyond basic corrections, aiming to digitize all land records to improve accessibility and legal certainty.

Benefits for Citizens and Farmers

The digital-first approach brings multiple benefits:

Seamless property transactions: Buying, selling, or leasing land will become smoother.

Bank loans & financial access: Corrected records help in securing loans and government compensation programs.

Transparency & convenience: Citizens avoid long waits and tedious in-person visits.

Inclusion in government schemes: Accurate land details ensure rightful access to subsidies and benefits.

Pilot Program Success and Expansion
A pilot version of online land registration was launched in Jahanabad district in August 2024, allowing property transactions to be filed digitally. After a successful 15-day trial, authorities are now expanding this software-based solution statewide, reinforcing ease of use, accountability, and trust in digital governance.

The Bihar Bhumi initiative marks a significant step in empowering citizens while making land management simpler, faster, and transparent. With this program, Bihar sets an example for other states to embrace digital-first governance in the property sector
