Delhi Chief Minister Rekha Gupta on Thursday presented a clear roadmap for women empowerment while inaugurating the ‘Shakti Samvad: Two-Day Capacity Building and Training Programme’ at Bharat Mandapam. The event was organised by the National Commission for Women and brought together women commission representatives from across the country.
Addressing the gathering, the Chief Minister said India is steadily moving towards women-led governance, where women are not only beneficiaries of policies but active decision-makers shaping the nation’s future.
Focus on Safety, Financial Strength and Leadership
Rekha Gupta highlighted three key priorities for women empowerment — safety and dignity, economic independence, and leadership in decision-making. She said programmes like Shakti Samvad help build legal awareness, strengthen grievance redressal systems, and boost confidence among women.
She added that empowering women is not just a social goal but a national necessity.
Women Allowed Night Shifts, Support for Working Mothers
The Chief Minister spoke about major policy steps taken by the Delhi government, including permission for women to work night shifts under strict safety norms.
To support working mothers, especially women workers, the government has set up 500 ‘Palna Kendras’ (childcare centres), allowing women to work without worrying about their children’s safety and care.
Collateral-Free Loans Up to ₹10 Crore for Women
To promote economic self-reliance, the Delhi government has decided to provide women with collateral-free loans of up to ₹10 crore to help them start and expand businesses.
For women’s safety, the government is installing 10,000 modern CCTV cameras and one lakh smart sensor-based LED street lights across the city. To ensure faster justice, approval has been given for 53 new judicial posts, paving the way for fast-track courts.

From ‘Beti Bachao’ to ‘Beti Badhao’
Rekha Gupta said the country has moved from ‘Beti Bachao’ to ‘Beti Padhao’, and now towards ‘Beti Badhao’, where women’s ambitions must be supported with real opportunities.
She said women are no longer limited to giving suggestions but are now taking decisions and implementing them — which reflects true empowerment.
Praise for Women Leaders from Across India
The Chief Minister praised women leaders from remote and north-eastern states for their dedication and commitment. She also acknowledged the 34-year journey of the National Commission for Women, calling it a trusted platform for women seeking justice, dignity, and support.
She urged all women leaders to continue working collectively to ensure safety, respect, and equal opportunities for every woman in the country.
