How They Did It
The state’s cloud-based 1930 cyber helpline ensures all calls are answered, with caller details recorded in real-time for quick escalation.
The system is staffed 24/7, with trained personnel and built-in quality monitoring — supervisors review calls, and can even join via conference call to assist.
This strong infrastructure has played a pivotal role in reducing delays between a fraud being reported and police action, enabling faster intervention and recovery efforts.
Impact on Cybercrime in Goa
Thanks to increased awareness through campaigns like “Cyber Surakshit Goem,” Goa has seen a 22% drop in high-value cybercrime (frauds more than Rs 10 lakh) in recent months.
Senior citizens, often targeted by investment scams, are now a key focus of the police’s cyber awareness efforts.
In parallel, Goa has launched an AI-ML lab and a Cyber Yoddha initiative to train volunteers (especially youth) to spread cyber safety knowledge.

But the Threat Still Looms
Despite the 100% response rate, cyber fraud continues to be a major issue in the state:
Over 6,000 cyber fraud cases have been reported in Goa till February 2025, with Rs 149 crore lost to scammers.
Since 2020, Goa has seen a 300% increase in cybercrime reports, underlining the growing scale of the problem.
