In a bid to address recurring civic complaints and fix accountability at the grassroots level, city authorities have decided to introduce a structured monitoring system aimed at ensuring timely resolution of urban issues.
The new mechanism will include a high-level committee headed by the Municipal Corporation of Gurgaon (MCG) commissioner. Officials from HSVP, GMDA and other concerned departments will be part of the panel, which will assign clear responsibilities to junior engineers (JEs) and track their performance.
Junior Engineers to Conduct Regular Physical Inspections
Under the revised framework:
●Each JE’s geographical jurisdiction will be clearly defined.
●Specific road lengths and service zones will be assigned.
●Physical inspections must be conducted at least once every three days.
●Detailed reports on sewer overflows, pipeline leaks, encroachments and sanitation gaps must be submitted to senior officers.
The system was proposed during a district coordination meeting chaired by Haryana’s principal advisor for urban development, DS Dhesi.
Officials said the objective is early identification of problems and time-bound corrective action to improve service delivery.
Focus on Roads, Drainage and Pollution Control
The meeting also reviewed:
●Road repair plans for the year
●Compliance with air quality management directions
●Operationalisation of the GMDA boosting station in Sector 72
●Progress on the master stormwater drain project from Vatika Chowk to NH8
Authorities were directed to strictly adhere to timelines. The stormwater drain project is targeted for completion before the monsoon season, while the water supply pipeline along Dwarka Expressway is nearing commissioning.
Strict Action on Illegal Sewage Discharge
Illegal discharge of sewage into stormwater drains by a coloniser in Sectors 66 and 67 was also reviewed. Immediate disconnection of unauthorised lines has been ordered.
Authorities warned that if sewage tankers are caught dumping waste in open areas, strict action will be taken under environmental regulations. Pollution control officials have also been directed to closely monitor ready-mix concrete plants and construction sites.

Railway Station Upgrade and Connectivity Plan
Development works at Gurgaon railway station were also discussed, including:
●A second entry gate
●Improved pedestrian movement
●Streamlined entry-exit systems
Officials have been asked to prepare a comprehensive connectivity plan for the area.
With mounting complaints about sewer overflows, sanitation gaps and encroachments, the structured monitoring system is expected to introduce greater accountability and improve civic governance in Gurgaon
