The Public Works Department (PWD) is moving swiftly to complete the long-pending Tower of Justice project in Gurugram. One of the key features of the project is a three-level multi-storey parking facility, which will accommodate around 400 cars and help ease traffic congestion around Court Road.

The parking complex will also be equipped with three lifts to ensure smooth access for visitors, lawyers, and court staff.

Seven-storey judicial complex on Court Road
The Haryana government is constructing the Tower of Justice on a seven-acre plot on Court Road. The seven-storey building will house a total of 56 courtrooms, significantly strengthening Gurugram’s judicial infrastructure.

According to the project plan:
●The first floor will house the District and Sessions Judge’s court
●Floors two to six will have 10 courtrooms each
●The seventh floor will contain five courtrooms
●The top level will include a library for judges and lawyers, along with a canteen
●Officials said nearly 90 percent of the construction work has been completed.

Modern facilities for judiciary and public
The complex is being designed as a modern and inclusive judicial facility. Planned amenities include a bank, post office, district bar library, canteen, district attorney’s office, and mediation rooms within the premises.
Special provisions are also being made to ensure the building is divyang-friendly, with easy access for persons with disabilities.

In addition, separate rooms are being created for investigation officers, and for video conferencing, allowing statements of prisoners and doctors to be recorded remotely, reducing the need for physical movement.

Project delayed but now back on track
Construction of the Tower of Justice began in 2017 and was initially scheduled for completion by 2020. However, due to multiple factors, the project faced significant delays. With an estimated cost of around Rs 250 crore, the project is now in its final phase.

PWD Executive Engineer Charandeep Singh Rana said that all remaining works are being expedited and the department aims to complete the project at the earliest.

FOB planned to improve pedestrian safety
To further improve accessibility and safety, plans are underway to construct a Foot Over Bridge (FOB) on Court Road, directly in front of the Tower of Justice.
The Gurugram Metropolitan Development Authority (GMDA) has already prepared the Detailed Project Report (DPR) for the FOB. Once approved by the CEO, construction will begin. The FOB will be made of stainless steel and will include stairs, escalators, and lifts.

Strategic location requires special design
Officials said the FOB design has been given special attention due to the importance of Court Road, which houses several key offices, including the court complex, Police Commissioner’s Office, SCERT, Forest Department, Haryana RERA, and the PWD guest house.

Boost to Gurugram’s civic infrastructure
Once completed, the Tower of Justice and its supporting infrastructure are expected to significantly reduce parking issues, improve pedestrian safety, and enhance the overall efficiency of the judicial system in Gurugram.
