A comprehensive reform package — jointly crafted by the Prime Minister’s Office (PMO), the Finance Ministry, and the MSME Ministry — is in its final stages. A Three-Stage National Consultation
The reform plan is being shaped through a bottom-up consultation model, ensuring that the voices of entrepreneurs and small manufacturers are heard directly from the ground level.
1. Cluster Workshops: The first phase includes grassroots workshops across industrial clusters where business owners, exporters, and trade bodies share on-ground insights and challenges.
2. Zonal Conferences: Major regional conferences will follow in Delhi, Mumbai, Chennai, Ahmedabad, Hyderabad, Lucknow, and Kolkata, bringing together policymakers and industry leaders.
3. National Summit: The process will conclude with a grand national conference in New Delhi, where the final reform roadmap will be unveiled and adopted.
The Four Pillars of the New MSME Policy
1. Employment & Skill Revolution:
The government targets 20 million new jobs in three years through skill hubs, digital learning platforms, and dedicated incentives for women-led enterprises.
2. Cost & Credit Relief:
The Finance Ministry is evaluating a revamped Credit Guarantee Scheme, alongside measures to lower electricity, logistics, and raw material costs — long-standing pain points for MSMEs.
3. Ease of Doing Business 2.0:
A “One Nation, One License” framework is under active consideration to unify state-level registrations. Compliance in taxation, labor, and environment will soon be fully digitized through a National MSME Portal.
4. Innovation & Global Integration:
New initiatives like the Technology Upgradation Fund, Startup-MSME Innovation Linkage Program, and Global Trade Access Initiative will help small businesses integrate into international supply chains.
