The Haryana government has announced that it will begin the land acquisition process for constructing 24-metre internal and sector roads in Gurugram, a long-pending demand of residents and developers in the rapidly expanding city.
Haryana Chief Minister Nayab Singh Saini said the cost incurred for acquiring land and developing these roads will be recovered from builders, aiming to ensure faster infrastructure development in newly developing sectors.
Earlier TDR Policies Had Limited Success
While addressing the issue, Saini noted that the state had earlier attempted to secure land through Transferable Development Rights (TDR) policies introduced in 2016 and later revised in 2021.
However, the policy yielded limited results.
“Under the TDR policy, only about 140 acres of land could be obtained, which was insufficient for the large-scale road development required,” the Chief Minister said.
Because of this limited progress, the government has now decided to initiate direct land acquisition for the construction of the 24-metre-wide roads.
Residents Long Demanded Internal Road Infrastructure
Residents of several emerging sectors in Gurugram have been protesting for years over the absence of proper internal and sector roads, particularly in areas near the Dwarka Expressway corridor.
They say the lack of proper road infrastructure has led to poor connectivity, traffic congestion and delays in civic development.
Local groups and resident associations have repeatedly demanded that the government speed up infrastructure development in the city’s newer sectors.
Citizens Welcome the Decision
Resident representatives welcomed the government’s announcement, saying it could significantly improve daily commuting and urban planning.
Sunny Daultabad, convenor of the Dwarka Expressway Gurugram Developmental Authority (DXP-GDA), said the construction of these roads will bring major relief.
“The construction of 24-metre roads will make life easier for thousands of families and ensure organised development in Gurugram’s new sectors,” he said.
Sunil Sareen, co-convenor of DXP-GDA, added that residents will continue their efforts until actual construction work begins on the ground.
“Our struggle will continue until the first road construction starts,” he said.

Key Boost for Gurugram’s Urban Expansion
Urban development experts believe the project could play a crucial role in supporting the rapid expansion of Gurugram, particularly in sectors along Dwarka Expressway where several residential projects are already under development.
Once completed, the 24-metre internal roads are expected to improve connectivity, ease traffic flow and accelerate planned urban growth in the region.
