In a significant administrative move aimed at streamlining road infrastructure and improving grievance redressal, the Municipal Corporation of Gurugram (MCG) has constituted a dedicated Road Development Cell (RDC) with immediate effect.
The new cell has been created to strengthen monitoring of road construction, repair works, and infrastructure projects across the city. Officials said the initiative is intended to enhance planning efficiency, ensure better inter-departmental coordination, and accelerate the resolution of public complaints related to road conditions.
Direct Oversight Under MCG Commissioner
The Road Development Cell will function under the chairpersonship of MCG commissioner Pradeep Dahiya, with additional commissioner-2 Ankita Choudhary serving as vice-chairperson. All executive and assistant engineers of the civic body will be members of the cell, along with consultant Anita Phalswal.
According to the official order issued on Tuesday, the RDC will focus on closely supervising major road projects costing Rs 25 lakh or more. It will conduct periodic reviews of project timelines, financial progress, and quality standards to prevent delays and ensure accountability.
“Formation of the RDC will strengthen monitoring of road projects, increase transparency in construction works, and enable faster resolution of citizens’ complaints. This will significantly help in making Gurugram’s road system organised and safe,” said Dahiya.
Coordination with Multiple Agencies
One of the primary objectives of the RDC is to improve coordination among multiple government and utility agencies involved in road construction and maintenance.
The cell will work closely with Gurugram Metropolitan Development Authority (GMDA), Haryana Shahari Vikas Pradhikaran (HSVP), Public Works Department (PWD), traffic police, and various utility service providers. This integrated approach aims to reduce duplication of work, prevent repeated road digging, and address traffic bottlenecks more efficiently.
Officials noted that overlapping responsibilities and lack of coordination have often resulted in delays and inconvenience to residents.
Faster Grievance Redressal Mechanism
The RDC will also track complaints received through platforms such as the GMDA portal, MCG mobile application, and the “Mhari Sadak” platform. Complaints registered on these portals will be prioritised to ensure quicker resolution.
The objective is to eliminate the need for residents to repeatedly lodge complaints about the same issue. Periodic status reports on project execution and complaint disposal will be submitted to higher authorities for review.
RDC meetings will be held every fortnight or as directed by the chairperson. Regional officers will be required to provide updated data and progress reports to maintain transparency and ensure continuous monitoring.

Focus on Quality and Environmental Compliance
Apart from infrastructure execution, the cell will also monitor environmental compliance related to road works and ensure adherence to Construction Quality Management (CQM) directives.
With Gurugram witnessing rapid urban growth and increasing traffic pressure, authorities believe the Road Development Cell could play a key role in improving road safety, durability, and commuter convenience.
If implemented effectively, the RDC may help address one of the city’s most persistent civic concerns — poor road conditions and delayed project execution.
