In a story that sounds straight out of a film script, Abhay Kumar Singh, a Patna-born medical graduate who once went to Russia simply to study medicine, has now created history by becoming the first Indian-origin lawmaker elected to office in Russia—and that too from President Vladimir Putin’s United Russia party.
Singh, now an elected representative in Kursk city’s legislature, is the first Indian to enter Russian politics at this level, marking an extraordinary journey of grit, ambition, and global achievement.
From Patna to Putin’s Russia: A Journey No One Predicted
Born and raised in Patna, Singh studied at Loyola High School, after which he moved to Russia in 1991 to pursue medical studies at Kursk State Medical University.
After earning his degree, Singh briefly returned to India and practiced as a registered doctor—but destiny had a bigger plan. He soon went back to Russia, this time stepping into entrepreneurship, establishing a pharmaceutical business that later expanded into real estate and construction.
His rise as a businessman in a foreign country where few Indians lived helped him gain local recognition and respect—laying the foundation for his political journey.
How a Doctor Became a Politician in Russia
In 2015, Singh took the unexpected leap into politics by joining United Russia, the ruling party led by President Vladimir Putin.
Just two years later, in 2017, he contested local elections—and won.
This victory made him the first Indian-origin elected official in Russia’s political system.
Singh secured re-election in 2022, proving his acceptance and influence among the people of Kursk.

Strong Voice for India-Russia Defence Partnership
Ahead of President Putin’s latest visit to India, Singh made headlines again by commenting on defence ties.
He praised the S-400 missile system, already inducted by India, and strongly advocated for India to acquire Russia’s most advanced S-500 missile technology next.
Singh stressed that if Russia chooses to supply the S-500, India would likely be the first nation to receive it—even before China.
His remarks highlight his unique position as an influential link between two long-standing strategic partners.
