Flying within or outside India just got more transparent. The Ministry of Civil Aviation’s India Passenger Charter clearly lays down what every air traveller is entitled to—right from flight delays and cancellations to baggage loss, overbooking, refunds, and special assistance.
The charter is designed to empower passengers, reduce confusion at airports, and ensure airlines remain accountable. Here’s a simplified look at what your rights really mean when you book a flight.
Flight Delays, Cancellations & Overbooking
Passengers facing delays of 2 to 4 hours are entitled to free meals, while longer delays may qualify them for alternate flights, refunds, or hotel accommodation.
In case of flight cancellations, airlines must pay compensation ranging from Rs 5,000 to Rs 10,000, depending on the delay duration.
Overbooking is another major issue addressed. If denied boarding, passengers may receive compensation up to Rs 20,000, based on waiting time and ticket fare.

Special Circumstances & Medical Support
The charter ensures dignified travel for passengers with disabilities, including no refusal of boarding, free assistive devices, accessible seating, and prior notice support.
In medical emergencies or diversions, airlines must provide refreshments, medical help, and safe disembarkation during extended waiting periods.
Baggage Loss & Liability Coverage
For domestic flights, compensation for lost or damaged baggage can go up to ₹20,000, while international baggage liability follows global SDR norms.
The charter also defines fatality liability limits, ensuring financial protection for families in rare but tragic incidents.
Ticket Cancellation & Refund Rules
Passengers are entitled to:
◆24-hour free cancellation or modification (if booked at least 7 days before travel)
◆Full refund of taxes and fees
◆Fast refunds—immediate for cash tickets and within 7 days for card payments
Passenger Protection & Escalation
The charter strengthens consumer rights with:
◆Clear force majeure rules (weather, security, ATC issues)
◆Easy escalation through airport help desks, AirSewa app, and statutory bodies
◆Free Wi-Fi at airports
◆Mandatory written notification of passenger rights
Why This Matters
With air travel rising rapidly in India, the Passenger Charter acts as a powerful tool for transparency and accountability—ensuring passengers are informed, protected, and fairly compensated.
