In a major move against illegal land occupation, the Noida Development Authority (NDA) has filed a case against 22 alleged land mafias for unlawful encroachment and construction on notified authority land in Noida. The complaint was registered late Sunday night at Sector 39 Police Station following an inspection by authority officials.
The FIR was lodged by Junior Engineer Surendra Kumar Verma of the Noida Development Authority, who accused the group of illegally occupying and developing land in village Bhangel Begumpur, which falls under Sector 104 of Noida.
Encroachment on Notified Authority Land
According to the police, the accused persons were found encroaching upon land bearing Khasra numbers 247, 250 and 251, which is officially notified land under the Noida Development Authority.
Station House Officer (SHO) D.P. Shukla of Sector 39
Police Station confirmed that the FIR names 22 individuals, including:
Javed Malik, Vineet Srivastava, Kumari Riya Gandhi, Rajpal Singh, Vinod Kumar, Vikas Chaudhary, Siddharth Kumar, Sharafatullah, Anil Kumar, Nikhil Kumar, Yogendra Singh, Rahul Mittal, Sanjeev Kumar, Dushyant Kumar, Vikas Goyal, Karmveer Singh, Nitin Kasana, Vikram Goyal, Umar and Rahman Khan, among others.
Authorities allege that these individuals were illegally carrying out construction work on the land despite repeated warnings.
Ignoring Official Warnings, Construction Continued
The complainant stated that the accused continued their illegal construction activities even after being instructed multiple times to stop. Despite clear communication that the land belongs to the Noida Development Authority, construction work allegedly went on in violation of urban planning norms.
Officials fear that such unauthorised construction, if left unchecked, would severely impact the systematic planning, infrastructure development, and public interest in Noida.
Threat to Planned Development and Public Interest
In his complaint, Junior Engineer Surendra Kumar Verma pointed out that the illegal occupation and construction pose a serious threat to:
-Planned urban development
-Infrastructure projects
-Public safety and civic amenities
-Long-term city planning
Such encroachments not only obstruct developmental work but also encourage the growth of land mafia networks, which the Authority is now determined to dismantle.

Noida Authority’s Zero-Tolerance Policy on Encroachments
The case reflects the Noida Authority’s renewed focus on taking strict action against illegal land grabbers and unauthorised builders. In recent months, the Authority has intensified its drive to reclaim encroached land and ensure that development projects are not derailed by illegal activities.
Police officials confirmed that investigations have begun and further legal action will be taken based on evidence collected from the site.
What’s Next
Authorities are now verifying ownership claims, construction permits, and land records related to the accused. Demolition drives and arrests may follow if the charges are substantiated.
The case is being seen as a strong message to land mafias operating in Noida and surrounding areas: encroachment on public land will not be tolerated.
