In a landmark move to power India’s clean energy and maritime ambitions, the Department for Promotion of Industry and Internal Trade (DPIIT) has launched ‘PM GatiShakti – Offshore’, a cutting-edge digital geospatial platform designed to revolutionize the way India plans and manages offshore and coastal infrastructure.
The initiative, part of the PM GatiShakti National Master Plan, integrates vast datasets from multiple ministries and agencies — transforming how policymakers, planners, and investors approach projects related to offshore wind energy, marine exploration, and coastal logistics.
Data-Driven Blueprint for India’s Blue Economy
The PM GatiShakti – Offshore platform provides an intelligent interface combining data on renewable energy potential, marine ecology, and infrastructure connectivity. This allows seamless planning of sustainable offshore projects without compromising the environment.
According to DPIIT, the tool includes layered data on:
◆Offshore wind, tidal, solar, and ocean thermal energy zones
◆Oil and gas fields, pipelines, and sedimentary basins
◆Coral reefs, mangroves, and marine biodiversity zones
◆Ports, airports, power grids, and coastal infrastructure
◆Hazard zones and regulatory boundaries
Officials highlighted that the platform can even assist in planning undersea power transmission lines — such as an HVDC link to the Andaman & Nicobar Islands — by identifying optimal cable routes while avoiding ecologically sensitive areas.
“PM GatiShakti – Offshore is a pioneering initiative that unites critical datasets from across ministries. It will help optimize large-scale offshore projects while ensuring environmental balance,” DPIIT stated.
LEAPS 2025: Recognizing Excellence in India’s Logistics Sector
Alongside the platform launch, Union Minister Piyush Goyal unveiled LEAPS 2025 (Logistics Excellence, Advancement, and Performance Shield) — a flagship awards program to celebrate innovation and best practices in logistics and supply chain management.
The awards, aligned with the National Logistics Policy (NLP) and PM GatiShakti, will recognize performance across 13 categories, including air and road freight, multimodal transport, warehousing, and e-commerce logistics.
Applications are now open through the Rashtriya Puraskar Portal (awards.gov.in) till November 15, 2025. The initiative aims to promote operational efficiency, digital innovation, and sustainability in logistics — a sector crucial to India’s trade competitiveness.

Together, the PM GatiShakti – Offshore platform and LEAPS 2025 awards reflect the government’s integrated approach to infrastructure modernization, sustainability, and digital governance.
