Power, Water Cut: Authorities Act Against Illegal Housing Units

In a major enforcement drive, authorities in Gurugram have ordered immediate sealing of illegally constructed housing units in Palam Vihar, along with disconnection of essential services like electricity, water, and sewer.
The action follows directives from the Punjab and Haryana High Court, which had earlier pulled up authorities for inadequate action and directed strict compliance to curb violations.

Multiple Violations Found in Residential Plots
Officials from the Department of Town and Country Planning Haryana found widespread violations, especially in C2 Block of Palam Vihar.
Key irregularities include:
●Construction of multiple dwelling units (up to 4 per floor)
●Exceeding permissible limits under the Haryana Building Code 2017
●Misuse of residential plots for high-density housing
Authorities said such illegal construction has put immense pressure on infrastructure, including water supply, sewage systems, and parking.

Utilities to Be Disconnected, Properties to Be Sealed
In its latest order, DTCP has directed:
●Immediate sealing of illegal buildings
●Disconnection of electricity (via DHBVN), water, and sewer connections
●Ban on sale and registration of such properties
Officials have also been asked to coordinate with civic bodies like MCG to ensure strict enforcement.

Probe into Illegal Sale Deeds and Occupation Certificates
The administration has ordered an inquiry into:
●Execution of illegal sale deeds for multiple units
●Issuance of occupation certificates (OCs) despite violations
At least one property’s OC is likely to be revoked, indicating tighter scrutiny in the future.

Earlier Action Found “Insufficient”
Authorities admitted that previous enforcement actions, including FIRs and partial sealing between 2022–2024, failed to stop violations.
“Illegal constructions are still operational and occupied,” the order noted, highlighting gaps in implementation.

Residents Welcome Strict Action
Local RWAs and residents have welcomed the move, saying illegal constructions had disrupted planned development and created civic chaos.
They argued that:
●Overcrowding strained basic amenities
●Unauthorized units affected neighbourhood safety and quality of life
●Impact on Owners and Tenants
The crackdown is expected to affect several property owners and tenants, as sealing drives and utility disconnections begin in the coming days.
Experts say the move sends a strong message that violations of building norms will not be tolerated.

Push for Planned Urban Development
Authorities say the objective is to restore planned development norms and prevent misuse of residential spaces.
The action also highlights the need for:
●Stronger monitoring systems
●Accountability in approvals
●Strict enforcement of building regulations
