Authorities in Gurgaon have identified 86 illegal guest houses operating in residential areas, triggering a fresh enforcement drive. The Department of Town and Country Planning (DTCP) has begun a detailed survey across key localities and is expected to initiate action soon.
The verification process is currently underway and is likely to be completed within this week, after which notices will be issued to property owners found violating norms.
Survey Across Prime Residential Areas
Officials confirmed that inspections are being carried out in several prominent sectors, including:
Sushant Lok
South City
Nirvana Country
These areas have seen a rise in unauthorised PG accommodations and guest houses, many of which are operating without proper approvals.
Complaints Trigger Large-Scale Investigation
The crackdown follows multiple complaints from residents over a long period. Concerns were raised about:

●Safety risks due to unregulated operations
●Increased congestion and disturbance in neighborhoods
Authorities had earlier conducted a similar survey in DLF Phases 1 to 5, indicating a broader city-wide issue.
Human Rights Panel Flags Serious Concerns
The Haryana Human Rights Commission (HHRC) took suo motu cognisance of the matter on January 27, highlighting the seriousness of the issue.
In its observations, the commission noted that:

●They undermine the right to safe housing
●The situation reflects administrative gaps in enforcement
●The commission also warned about the potential for avoidable accidents and tragedies if such establishments continue unchecked.

The HHRC has directed DTCP and related departments to:

●Verify their registration and licensing status
●Check fire safety and building compliance
●Submit action reports
●Propose preventive measures to avoid future violations
