In a landmark move, Uttar Pradesh has become the first state in India to guarantee minimum wages and salaries for every working youth, ensuring job security and worker dignity.
Chief Minister Yogi Adityanath made the announcement while inaugurating the three-day Rozgar Mahakumbh 2025 in Lucknow. He assured that worker exploitation will not be tolerated, directing companies to provide fair pay to all employees. If required, the state government will step in to bear the additional financial burden.
“Youth Are UP’s Biggest Strength”
Calling the youth a “reservoir of immense energy,” CM Yogi said Uttar Pradesh, once known for mass migration in search of jobs, is now a state that generates employment within its borders.
“Today, UP’s talent is in demand across India and globally,” he added, crediting this transformation to the government’s sustained efforts over the past eight years.
Boost to MSMEs & Traditional Industries
The CM highlighted the One District One Product (ODOP) scheme, which has given traditional industries a global identity. Nearly 96 lakh MSME units are operational, providing jobs to lakhs, including 90% of the 40 lakh migrant workers who returned during the Covid-19 pandemic.
The government has also extended ₹5 lakh insurance cover to registered MSME entrepreneurs, while schemes like Vishwakarma Shram Samman and PM Vishwakarma are empowering artisans—carpenters, masons, potters, goldsmiths, and others—with free toolkits, affordable loans, and training.
CM Yuva Udyami Scheme: Fueling Entrepreneurship
Launched in January 2025, the CM Yuva Udyami Scheme offers interest-free loans without collateral to youth aged 21–40. Already, over 70,000 young entrepreneurs have launched their own ventures under this scheme, turning dreams into reality.
In addition, more than 8.5 lakh government jobs have been created in sectors like police, health, education, and public works, making UP the leader in government employment generation.
Investment, Skill Development & Future Vision
With over Rs 15 lakh crore investments in the last eight years through platforms like Invest UP and Nivesh Mitra, the state has created jobs for around 60 lakh youth.
Training programs in AI, Robotics, Drone Technology, and IoT are underway, with support from Tata Technologies. Special language training courses are also helping UP’s youth adapt to opportunities in countries like Germany and Japan.
Worker Rights Come First
CM Yogi assured that labour laws are being modernised, and no outsourcing company will be allowed to exploit workers.
“Every employee will get their full salary. This Rozgar Mahakumbh is not just about jobs—it’s about preparing our youth for the technological demands of the 21st century,” he said.
