In a major boost for rural education, the Uttar Pradesh government is set to open digital libraries in all digital villages across the state by January 30, enabling youth to prepare for civil services and other competitive examinations without migrating to big cities.
Under the vision of Chief Minister Yogi Adityanath, the initiative aims to bridge the education gap between rural and urban India by bringing high-quality learning resources directly to village-level gram panchayat secretariats. The government is currently completing the procurement of IT equipment in all districts, while the purchase of furniture for these libraries is expected to be finalised by January 26.
Access to Lakhs of Digital Learning Resources
According to Panchayati Raj Director Amit Kumar Singh, each digital library will be equipped with modern facilities such as Wi-Fi, LED screens, CCTV cameras, computer systems, and a well-stocked collection of books. In addition, students will have access to e-books, video and audio lectures, quizzes, and lakhs of digital educational resources, allowing them to prepare for UPSC, state services, and other competitive exams at a high level—right from their villages.

Equal Opportunities for Rural Youth
Digital libraries are being established in gram panchayats across every district in a phased manner. Each library will be developed at an estimated cost of ₹4 lakh, including:
Rs 2 lakh for books
Rs 1.30 lakh for IT equipment
Rs 70,000 for modern furniture
The initiative is being seen as a strong step towards Digital India and Viksit Bharat, ensuring that rural youth get equal access to quality education and career opportunities.
Monitoring and Management at Panchayat Level
The digital libraries will be managed by village heads (Gram Pradhans) and panchayat secretaries, while assistant officers will conduct regular monitoring to ensure smooth functioning. Officials believe this initiative will significantly strengthen the education ecosystem in rural areas and make young aspirants more capable of securing employment and succeeding in competitive examinations.
