New Delhi: The Election Commission of India (ECI) has issued transfer guidelines for officials involved in the electoral process in five states ahead of the 2027 Assembly elections. The governments of Uttar Pradesh, Uttarakhand, Goa, Manipur and Punjab have been directed to transfer officials posted in their home districts, as well as those who have completed three years of service in a district during the preceding four years or will complete the prescribed tenure by the relevant cut-off date. The states must submit compliance reports by November 30, 2026.

According to the directions issued on October 27, the rules apply to officials directly involved in election management, district administration and policing. The objective is to review administrative postings before the elections and limit the potential influence of officials who have served in the same area for an extended period. In Goa, Manipur, Punjab and Uttarakhand, the cut-off date for completing three years of service is March 31, 2027. For Uttar Pradesh, the deadline is May 31, 2027.

Postings following promotions within the same district will also count towards the prescribed tenure. However, service at the headquarters of a state department may be excluded under certain circumstances, even if the headquarters is located within the same revenue district. Officials transferred under the guidelines may also be posted at the state headquarters.

Restrictions on Returning to Areas Where Officials Served During Previous Elections

The Commission has also prohibited officials from being posted again in the same Assembly constituency or district where they were deployed during the previous Assembly election or a subsequent by-election. The restriction applies to District Election Officers, Returning Officers, Assistant Returning Officers, police inspectors, sub-inspectors and senior police officers.

The transfer policy extends well beyond district election officials. It covers Deputy District Election Officers, Electoral Registration Officers, Assistant Electoral Registration Officers, election nodal officers, Additional District Magistrates, Sub-Divisional Magistrates, Deputy Collectors, Joint Collectors, Tehsildars and Block Development Officers. Divisional Commissioners, Municipal Commissioners and relevant officials posted in municipal corporations and development authorities are also covered.

In the police department, the rules apply to officers responsible for election security and the deployment of personnel. These include officers ranging from Additional Directors General and Inspectors General at the range level to Inspectors and Reserve Inspectors. Prohibition and Excise Department officers of Sub-Inspector rank and above are also covered, along with Regional Transport Officers, Assistant Regional Transport Officers, District Transport Officers and Assistant District Transport Officers.

Personnel serving in functional police departments such as computerisation, the special branch and training will generally remain exempt from the transfer policy.

Additional Restrictions for Police Sub-Inspectors

The Commission has prescribed additional conditions for police sub-inspectors. They cannot be posted in their home districts. If a sub-inspector has completed three years of service in a police sub-division during the relevant four-year period, the officer must be transferred to a sub-division outside the same Assembly constituency. If the district is too small to make such a transfer possible, the officer must be posted outside the district.

The Commission has also clarified that designated cadre posts in the administrative and police services must be filled by officers belonging to the respective cadres. Prescribed eligibility and appointment criteria must be followed for positions such as District Election Officer, Returning Officer and Electoral Registration Officer.

If an investigation substantiates complaints of political bias against an official, the Chief Electoral Officer or the Commission may order a transfer and recommend departmental action. Doctors, engineers, teachers and principals who are not directly involved in election-related work will generally be exempt. Sector Officers and Zonal Magistrates are also outside the routine transfer policy, although election authorities have been instructed to monitor their conduct.

Exemptions from Election Duty and Transfer Requirements

Officials due to retire by March 31, 2027, will generally not be required to move under the transfer directions. In Uttar Pradesh, the exemption applies to officials scheduled to retire by May 31, 2027. However, those holding election-related positions must be relieved of their election responsibilities.

The Commission has directed that officials should be kept away from election duty if disciplinary action has been recommended against them, if they have been penalised for election-related lapses, or if they have previously been held responsible for failures in election work. Restrictions may also apply to officials facing criminal cases connected with their official duties.

Officials serving on extension or through re-employment will generally be excluded from election duty, with an exception for those working in the office of the Chief Electoral Officer.

Transfers of officials engaged in the ongoing Special Summary Revision of electoral rolls will ordinarily be carried out after the final publication of the rolls, in consultation with the Chief Electoral Officer. Any transfer before publication on exceptional grounds will require the Commission’s prior approval. States facing difficulties in implementing the directions may seek exemptions through the Chief Electoral Officer, providing reasons for their requests.

Uttarakhand to Inspect 12,543 Polling Stations

Meanwhile, Uttarakhand has stepped up preparations for the Assembly elections, with a focus on polling station infrastructure and voter-list verification. Chief Electoral Officer Dr. B.V.R.C. Purushottam held a review meeting with district magistrates through video conferencing and directed them to conduct physical inspections of all 12,543 polling stations across the state.

The meeting also reviewed preparations for the Special Summary Revision of electoral rolls for 2027 and the first-level checking of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) units.

During the inspections, officials will assess the condition of polling station buildings and verify the availability of essential facilities, including electricity, drinking water, toilets and ramps for voters with disabilities. Polling stations located in dilapidated buildings will be shifted to suitable government buildings in nearby areas. District magistrates have been instructed to identify deficiencies and ensure that corrective measures are completed in time.

A special 10-day campaign will also be conducted to verify voter-list details and make necessary corrections. Officials have been directed to focus on updating electoral rolls as part of the revision process.

The transfer guidelines in the five states and the polling-station inspection drive in Uttarakhand form part of preparations to strengthen administrative arrangements and electoral readiness ahead of the 2027 Assembly elections.
