Passengers travelling by Indian Railways will have to pay extra charges if they carry luggage beyond the prescribed free limit, the Union Railways Minister Ashwini Vaishnaw informed the Lok Sabha. The clarification has brought renewed focus on long-standing baggage rules that many passengers remain unaware of.
Replying to a question in Parliament, the minister said that Indian Railways already follows a structured baggage policy similar in principle to airlines, where free luggage allowance and maximum permissible limits depend on the class of travel. Any luggage exceeding the free allowance but within the maximum limit is permitted only after paying additional charges, while baggage beyond the maximum limit is strictly prohibited.
The minister emphasised that these rules are designed to ensure passenger safety, prevent congestion inside coaches, and allow smooth movement during journeys. He added that the guidelines are clearly defined and uniformly applicable across the rail network.
What Passengers Are Allowed to Carry
According to Indian Railways rules, passengers can carry personal belongings up to a fixed weight free of cost. If the weight exceeds the free allowance, charges apply. However, carrying luggage beyond the maximum permissible limit is not allowed under any circumstances.

Class-Wise Luggage Allowance
Second Class:
Free allowance: Up to 35 kg
Maximum permissible (with charges): Up to 70 kg
Sleeper Class:
Free allowance: Up to 40 kg
Maximum permissible (with charges): Up to 80 kg
AC 3 Tier / Chair Car:
Free allowance: Up to 40 kg
Excess luggage not permitted
First Class / AC 2 Tier:
Free allowance: Up to 50 kg
Maximum permissible (with charges): Up to 100 kg
Railway officials have urged passengers to plan their travel accordingly and comply with baggage norms to avoid penalties and inconvenience during inspections.
