In a major move to boost planned urban development, the Haryana Shehri Vikas Pradhikaran (HSVP) is set to develop new residential sectors in Gurugram and Faridabad, ending a nearly two-decade gap in government-led housing expansion in the region. Officials say the initiative aims to provide affordable, regulated plots directly to buyers alongside private developer projects.
Prime Locations Identified in Gurugram
Under the first phase, new residential sectors will be developed near key growth corridors, including areas close to the Dwarka Expressway. Sectors 36A and 37 — already emerging as high-value zones due to improved connectivity — are among the priority locations.
In the second phase, development will expand to additional areas:
◆Sectors 32 and 33 in Sohna
◆Sector 3 in Farrukhnagar
◆Sectors 2, 3, and 4 in Pataudi
Officials believe these areas will witness rapid growth as infrastructure improves and demand for plotted housing rises beyond central Gurugram.
Filling a 20-Year Development Gap
According to HSVP officials, although 115 sectors were planned under the Gurugram-Manesar Development Plan — with sectors 1 to 57 already developed — no new residential sectors have been built by the authority in the city over the past 20 years. The new initiative is therefore being seen as a long-awaited revival of public sector involvement in urban housing.
Parallel Expansion in Faridabad
Alongside Gurugram, HSVP will also procure land in Faridabad to develop multiple new sectors:
◆Residential: Sectors 94A, 96, 99, 101, 102, 103, 140, 141, 142
◆Commercial: Sector 100
◆Public & Semi-Public Use: Sectors 96A and 97A
These developments aim to balance residential growth with commercial and institutional infrastructure.

Land Procurement, Not Acquisition
HSVP chief administrator Chander Shekhar Khare clarified that the land will be procured through mutual agreements rather than compulsory acquisition — a strategy intended to reduce disputes and speed up development.
“The objective is to make developed residential and commercial property available to buyers. Apart from private developers, buyers will have an option to purchase plots directly from HSVP,” Khare said.
Officials added that groundwork in Faridabad has already begun, with Gurugram expected to follow soon.
More Choices for Homebuyers
Urban planners say the move could stabilise property markets by increasing supply of plotted land, particularly in high-demand NCR regions where prices have surged due to limited availability.
If implemented effectively, the project may reshape growth patterns across southern Gurugram and adjoining districts, offering new housing opportunities while reducing pressure on already congested urban centres.
The initiative marks a significant step toward structured expansion of Haryana’s rapidly growing urban landscape.
