Earthcon’s ‘Dream Project’ Turns Nightmare in Dehradun: Missing Promises, No Facilities, RWA Formation Blocked — Residents Move RERA

The Raipur Greens residential project in Dehradun, developed by Earthcon Developers Pvt. Ltd., is facing serious allegations from residents who claim a significant gap between what was promised and what has been delivered.
Marketed as a premium housing project with modern amenities, the development is now being described by residents as falling short of expectations.According to residents, the project brochure promised facilities such as a swimming pool, health club, and gym within the society complex. However, residents allege that no swimming pool has been developed anywhere in the complex to date, raising concerns about misleading claims and unfulfilled commitments.

Power and Water Issues Add to Residents’ Concerns
Residents have also reported ongoing issues related to electricity and water supply, which they say are affecting daily life.Frequent power cuts, along with the lack of adequate backup arrangements, and irregular water supply have been cited as major concerns. According to residents, such issues have created difficulties, particularly for vulnerable individuals.

Concerns Over Maintenance and Transparency
Another issue raised by residents is related to maintenance charges and transparency.
Residents claim that maintenance fees are being collected, but:
●There is limited clarity on how the funds are being utilized
●Basic services and upkeep are not meeting expectations
This has led to growing dissatisfaction among homeowners.

RWA Formation and Management Issues
Residents have further alleged that the formation of a Residents Welfare Association (RWA) has been delayed.
As per standard practices, management is typically handed over to residents after possession. However, residents claim that:
●RWA has not been formed yet
●Management control remains with the developer
These concerns have added to the overall dispute.


Matter Reaches Uttarakhand Real Estate Regulatory Authority

With issues escalating, residents have approached regulatory authorities.
A complaint titled:
Rajpur Greens Resident Welfare Society vs Earthcon Developers Pvt. Ltd.has been filed before RERA, where residents have presented their grievances and are seeking resolution.

A Wider Concern for Homebuyers
The situation highlights a broader concern in the real estate sector regarding the gap between marketing promises and actual delivery.For many buyers, such cases raise an important question:
How reliable are project claims when it comes to real-world execution?
The Raipur Greens case reflects the challenges faced by homebuyers when expectations and delivery do not align.
While the matter is now under regulatory consideration, residents continue to hope for a resolution that ensures basic facilities, transparency, and accountability.
