In a landmark move to ease public inconvenience and comply with legal mandates, the Uttar Pradesh Transport Department has begun the statutory disposal of e-challans pending in courts from 2017 to 2021. This decision, announced by Transport Commissioner Brajesh Narain Singh, is being hailed as a citizen-centric reform that will clear lakhs of old cases, unblock vehicle services, and improve transparency.
What the Decision Means
Court-Pending Challans Abated: All e-challans pending before Magistrates/Courts up to 31 December 2021 will now stand “Disposed–Abated” under the U.P. Act No. 4 of 2023. Portal updates will reflect within a month.
Time-Barred Challans Closed: Challans from 01 January 2017 to 31 December 2021 that were never sent to court (office-pending) will be administratively closed under limitation provisions of BSS §514 / CMVR 167.
Front-End Blocks Removed: Holds linked to fitness, permit, transfer, or HSRP will be lifted automatically in non-tax cases.
Tax Cases Excluded: All tax recovery challans under Section 22 of the U.P. Motor Vehicles Taxation Act will continue as per existing law.

Citizen Impact
Vehicle owners with pending e-challans from 2017–2021 will no longer face indefinite service blocks. After one month, their portal status will show:
◆“Disposed-Abated” for court-pending cases.
◆“Closed – Time-Bar” for office-pending, non-tax cases.
◆Tax-related holds, however, will remain unaffected.
Why It Matters
This decision comes after directions from the Hon’ble High Court and the Committee on Subordinate Legislation (Vidhan Sabha) dated 29 August 2025, which ordered swift action. By doing so, the UP Transport Department is:
