The Delhi government is exploring an ambitious plan to redevelop the defunct Rajghat power plant into a vibrant night-time economy destination, combining culture, entertainment, leisure and economic activity. The concept involves converting the abandoned industrial site into a public leisure destination that remains active long after sunset.
Cultural Venues to Anchor Night Footfall
Officials said the core idea is to use cultural programming — including open-air performance plazas for concerts, theatre and shows — to attract visitors during evening and night hours. These cultural spaces are expected to draw significant footfall, helping to create a lively, safe and engaging public environment after dark.
Inspiration From Global Models
The redevelopment takes cues from the successful transformation of London’s Battersea Power Station, where a former coal-fired plant on the Thames was converted into a thriving mixed-use district with:
●Cultural venues
●Public plazas
●Restaurants and food spaces
●Riverfront walkways
●Offices and lounges
Delhi officials believe a similar model — adapted to local context — can invigorate the Rajghat site and its surroundings.
Food Streets and Promenade on the Table
To support the cultural hub, authorities are considering a dedicated food street within the Rajghat complex. Licensed vendors could offer popular Delhi street food — from chaat to kebabs and Old Delhi favourites — in a regulated and hygienic setting.
Plans also include a Yamuna riverfront promenade with LED-lit walkways, seating zones and leisure spots designed to encourage evening walks and social activity.
Entertainment and Tech Attractions Under Discussion
Officials are also exploring options such as:
A heritage museum using augmented and virtual reality
Indoor gaming and entertainment zones
Rooftop cafés with views of the illuminated chimneys and river
These features aim to appeal to both families and younger crowds, creating a layered night-time economy combining culture, food and leisure.

Focus on Safety and Connectivity
To ensure access and safety after dark, the power department is looking at:
●Extended Metro services on weekends
●Electric bus connectivity
●Pedestrian-only zones within the complex
●Peripheral parking with easy access
Officials stressed that safety and ease of movement will be central to the vision’s success.
Project Still at Concept Stage
While the vision is clear, the redevelopment plan remains in its conceptual phase. Government officials said they are studying public-private partnership (PPP) models to assess financial viability and execution strategy.
Ownership of the Rajghat site is complex: about 70% is held by the Delhi government, the rest by the Delhi Development Authority (DDA), and the original lease is with the Land and Development Office (L&DO) of the central government, which retains certain rights.
