In a significant move aimed at improving cleanliness and public convenience, the Noida Authority has decided to outsource the maintenance of public toilets to private agencies. The decision marks a shift toward a professional, outsourcing-based maintenance model to ensure better hygiene, regular upkeep, and accountability across the city’s sanitation infrastructure.
The proposal has received in-principle approval from Noida Authority CEO Dr. Lokesh M, and officials confirmed that tenders will be issued shortly to select suitable private agencies.
Shift From Contractor Model to Professional Outsourcing
According to S.P. Singh, General Manager (Public Health Department), Noida Authority, the existing system relied on in-house contractors for cleaning and maintenance. However, staff shortages and limited resources often led to irregular cleaning, delayed repairs, and inadequate upkeep at several locations.
To address these persistent issues, the Authority has opted for a professional outsourcing model, under which a dedicated private agency will be responsible for comprehensive maintenance, including sanitation, minor repairs, water and electricity supply, and daily cleanliness.
Advertisement Rights to Fund Maintenance Costs
Under the proposed model, the selected private agency will be granted advertising rights within toilet premises for a period of five years. A portion of the revenue generated through advertisements will be shared with the Noida Authority.
Officials said this revenue-sharing model will ensure timely payment of staff salaries and operational expenses, making the system financially sustainable without burdening public funds.
Extensive Public Toilet Network to Come Under New System
As part of the initiative, the entire public sanitation network of Noida will be brought under private maintenance. According to official data, the city currently has:
●117 public toilets
●67 community toilets
●16 pink toilets
●120 urinal blocks
All these facilities will be maintained by private agencies once the tender process is completed.

Boost to Swachh Noida Campaign
The Noida Authority believes that the agency-based system will lead to regular cleaning, faster grievance redressal, and clearly defined accountability. Improved sanitation in markets, public spaces, and high-footfall areas is also expected to strengthen the Swachh Noida campaign and enhance the city’s image.
Officials expressed confidence that the new system will significantly improve the condition of public toilets and offer citizens cleaner, safer, and more reliable facilities.
