UP Tightens Elevator Safety Norms, Noida Emerges as Compliance Hub

The Noida region has emerged as the focal point of lift safety compliance in Uttar Pradesh, accounting for more than 80% of all registrations completed under the state’s new lift and escalator regulations.
Officials from the electricity safety directorate revealed that out of 12,600 lifts registered across the state so far, the overwhelming majority are located in Noida — reflecting the city’s high-rise residential and commercial landscape.

Mandatory Registration for Safety Compliance
Under the new rules, installation of lifts or escalators without prior registration is strictly prohibited. Property owners must submit an online application after installation and commissioning, and all existing lifts in the state must be registered within six months of the notification of the rules.
Annual maintenance agencies are also required to register with the director of electrical safety, ensuring accountability for servicing and safety checks.

Emergency Safety Features Now Compulsory
To enhance passenger safety, all lifts must be equipped with automatic rescue devices. These systems are designed to operate during power outages or technical failures, enabling safe evacuation of occupants and preventing life-threatening situations.
Authorities say the move aims to reduce accidents and improve emergency response in densely populated buildings.

Fees, Renewals and Documentation
The registration fee has been fixed at Rs 5,000 per lift for both public installations — such as malls and offices — and private ones, including residential societies and individual homes. Registrations must be renewed every five years.
Manufacturers, meanwhile, are required to pay ₹25,000 per lift for annual renewals. Additionally, proof of yearly maintenance must be uploaded on the official portal to ensure continued compliance.
Government-owned lifts are exempt from the registration fee but must still undergo mandatory registration.

Reflecting Noida’s Vertical Growth
Experts say the dominance of Noida in the registration numbers highlights its rapid vertical expansion, with hundreds of high-rise housing societies, corporate towers, and commercial complexes relying heavily on lift systems.
Officials expect registrations to rise further as enforcement tightens across other districts, bringing the state closer to a uniform safety framework for vertical transport systems.
