In a strong enforcement drive aimed at fixing long-standing revenue losses, the Municipal Corporation of Gurugram (MCG) has significantly boosted its earnings by cracking down on illegal water and sewer connections across the city.
What was once a system struggling with poor recovery is now showing sharp improvement—driven not by reforms alone, but by strict action on unauthorized usage.

The Numbers That Tell the Story
The financial turnaround is striking:
Rs 16 crore revenue in FY 2024–25
Rs 56 crore revenue in FY 2025–26
That’s more than a 3x increase in just one year
This surge has largely been attributed to:
●Over 5,000 notices issued to defaulters
●Disconnection of 100+ illegal water and sewer lines in just two months

Illegal Connections: The Hidden Drain
Officials say unauthorized connections were not just a legal issue—they were a structural problem affecting the entire system.
Illegal tapping of water lines:
Reduced pressure for legitimate users
Disrupted supply networks
Caused major revenue leakage
In simple terms, a few illegal users were impacting the entire city’s water distribution.

Enforcement Over Reform
Interestingly, the revenue jump has come primarily from enforcement measures rather than major billing reforms.
Mass notices, inspections, and disconnections forced residents and commercial users to:
●Regularise connections
●Clear pending dues
This highlights a key insight:
●Sometimes strict enforcement delivers faster results than policy changes.

What’s Next: Bigger Targets, Tighter Rules
MCG is not stopping here.
Target for FY 2026–27: Rs 80 crore revenue
Plans to tighten monitoring further
Continued action against unauthorized connections
The message is clear: compliance is no longer optional.

Property Deals May Get Linked to Dues
In a significant upcoming move, MCG is planning to integrate water and sewer dues with the No-Dues Certificate (NDC) system.
If implemented:
Property cannot be sold without clearing dues
Similar to property tax clearance model
This could transform recovery by linking civic payments directly to real estate transactions.

Digital Push: System Getting Smarter
Alongside enforcement, the civic body has introduced reforms to simplify legal access:
●Fully online system for water & sewer connections
●Applications can be submitted with property ID and basic documents
●No need to visit offices
This reduces dependency on middlemen and promotes transparency.

Future Plans: 24×7 Water Supply
MCG is also exploring long-term improvements:
Pilot project for 24×7 water supply
Learning from global and national models like Israel and Odisha
The goal is not just recovery—but building a more efficient and reliable system.

Gurugram’s 3x revenue jump is not just about numbers—it’s about control over a system that was leaking for years.

◆ Technology is being introduced.
◆ Accountability is increasing.
But the bigger challenge remains—
Can this momentum be sustained through structural reforms and better governance?
