KANPUR — The Indian Institute of Technology Kanpur has conferred the Satyendra K. Dubey Memorial Award 2026 upon Indian Police Service officer Babloo Kumar, honouring his contributions to ethical policing, professional integrity, and technological innovation. Kumar, an officer of the 2009 IPS batch from the Uttar Pradesh cadre, completed both his B.Tech. and M.Tech. degrees in Electrical Engineering at IIT Kanpur following his schooling in the Jawahar Navodaya Vidyalaya system. After working briefly in the corporate sector in the United States, he joined public service, building a policing career marked by impartiality, sensitivity, and institutional development across district administration and specialized organizations.
Restoring Stability Across High-Pressure Assignments
Throughout his service in Uttar Pradesh, Kumar has served as district police chief in Mahoba, Jaunpur, Jalaun, Shahjahanpur, Mathura, Muzaffarnagar, Saharanpur, Agra, and Moradabad. The state administration repeatedly posted him to areas dealing with sensitive public order challenges. He was assigned to Mathura in the wake of the 2016 Jawahar Bagh violence and subsequently took charge in Saharanpur following severe caste-related clashes in 2017. In these environments, his policing approach prioritized dialogue, measured enforcement, impartial investigations, and direct public engagement, ensuring that Saharanpur maintained total peace during the nationwide Bharat Bandh demonstrations in April 2018.
His field administration earned institutional commendation during his tenure as Superintendent of Police in Shahjahanpur, where he supervised the 2015 Panchayat elections. The Uttar Pradesh State Election Commission recognized his work in ensuring the polling process concluded freely, fairly, and peacefully. Kumar established a consistent operational record of enforcing the law without discrimination based on financial position, political clout, or social standing. His career also includes key responsibilities within specialized enforcement wings, including the Special Task Force, the Anti-Terrorism Squad, and the Provincial Armed Constabulary.
Spearheading Technology Reforms and Institutional Welfare
Drawing on his technical background, Kumar led critical modernization efforts within specialized law enforcement bodies. During his posting with the Uttar Pradesh Anti-Corruption Organisation, he directed initiatives in digitization, data analytics, and technology-driven investigations to enhance operational transparency, reinforce accountability, and optimize the use of investigative data. These institutional modernization measures received national recognition when he was awarded the FICCI Smart Policing Award in 2022. He additionally contributed his technical insights to upgrading UP-112, the emergency-response infrastructure of Uttar Pradesh, improving public service delivery statewide.
His administrative oversight later expanded to managing major international security arrangements. As Additional Commissioner of Police in Noida, Kumar coordinated policing and security protocols for large-scale international and national events, including MotoGP Bharat and the Uttar Pradesh International Trade Show. He currently serves as Joint Commissioner of Police (Law and Order) in Lucknow, where he oversees public order in the state capital. Parallel to these duties, Kumar prioritized internal police welfare by upgrading working facilities for women officers, developing Police Modern Schools, and strengthening support frameworks for the families of police personnel.
Landmark Agra Rescue Operation and Institutional Honours
A defining initiative of Kumar’s tenure was an intensive tracking campaign launched in Agra in July 2019 to trace missing girls and women. Over approximately 16 months, the operation located and reunited 626 missing girls and women with their families, with minors comprising roughly 60 percent of those traced. The initiative underscored the operational value of prioritizing missing-person inquiries while directing focused investigative resources toward safeguarding vulnerable members of the community.
Kumar has earned multiple honours during his career, including the Director General of Police Commendation Disc in Silver in 2017, Gold in 2018, and Platinum in 2020. In 2021, an annual survey by FameIndia and Asia Post listed him among India’s 50 Most Popular Superintendents of Police. Established in 2005 in memory of an alumnus known for professional courage, the Satyendra K. Dubey Memorial Award is conferred annually by IIT Kanpur alongside its Distinguished Alumnus Awards to celebrate alumni who exemplify human values, professional integrity, and distinguished service to society.
