Government Targets ₹15,000 Crore Through PSU Land Monetisation in FY27

The Central government plans to raise more than ₹15,000 crore in the financial year 2026-27 by monetising surplus and non-core land and properties owned by Central Public Sector Enterprises. The initiative encompasses assets held by state-run entities including Mahanagar Telephone Nigam Limited, Bharat Sanchar Nigam Limited, Rashtriya Ispat Nigam Limited, Indian Telephone Industries Limited, and Hindustan Insecticides Limited, aiming to unlock substantial economic capital locked in real estate that has remained unused for prolonged periods.

NLMC Directs Asset Identification and Debt Relief

Execution of the divestment pipeline has been assigned to the National Land Monetisation Corporation, an enterprise under the Ministry of Finance established to manage the monetisation of surplus land, buildings, and related property holdings across public sector units and statutory institutions. According to a government official, the corporation has concluded transactions valued at around ₹9,000 crore to date, with the new FY27 benchmark intended to accelerate transactions across major urban and industrial centres.

A central objective of the asset unlocking exercise is to offer financial relief to public-sector corporations carrying heavy debt obligations. Multiple state enterprises currently possess significant real estate holdings that are not required for ongoing core operations. Bringing these assets into the market is intended to mobilise fresh financial resources for direct reinvestment, operational restructuring, and public infrastructure development.

High Expectations from MTNL Property Disposals

Properties owned by MTNL are slated to serve as a cornerstone of the planned asset sales over the medium term. The government aims to generate an additional ₹4,000 crore to ₹5,000 crore through the monetisation of MTNL real estate over the next two years. The capital mobilization comes as the telecom operator navigates intense balance sheet pressure, with its outstanding liabilities standing at around ₹10,000 crore according to government estimates.

Divesting or finding alternative economic uses for these non-core MTNL assets is expected to help the enterprise pare down outstanding debt and manage its liabilities. However, government officials acknowledge that the success of these disposals will rest heavily on prevailing market sentiment, accurate land valuations, legal title clearances, and securing sustained buyer interest across competitive auctions.

Broad Portfolio Includes BSNL, RINL, and ITI Assets

Beyond the telecom operator, the monetisation drive incorporates extensive physical holdings held by BSNL, RINL, ITI, and HIL across several states. BSNL maintains an extensive network of land parcels and administrative structures developed during earlier nationwide telecom network rollouts. Similarly, certain real estate assets under RINL and ITI are no longer deemed integral to day-to-day manufacturing or service functions.

The government’s overarching objective is to prevent public holdings from lying dormant without economic utility, steering them toward commercial development instead. While the ₹15,000 crore target for FY27 represents a notable step in this asset-management agenda, closing the transactions will hinge on efficient property identification, timely regulatory completions, and realistic market valuations.
