Lucknow: Efforts to curb incorrect electricity billing in Uttar Pradesh have yet to demonstrate the expected results, with complaint figures raising questions about the effectiveness of the existing billing system. Data recorded on the Power Corporation’s toll-free helpline, 1912, indicates a substantial increase in complaints related to incorrect electricity bills. The reported figures show 68,58,325 complaints between April and September this year, compared with 3,46,960 during the corresponding period last year. However, the figures indicate a much larger increase than a mere doubling, making verification of the data and its interpretation essential.

Amid growing concerns over incorrect billing, Ranvir Prasad, Principal Secretary of the Energy Department and Chairman of the Power Corporation, had directed the managing directors of all power distribution companies to personally investigate cases involving incorrect electricity bills. Despite these instructions, the reported complaint figures highlight the need for further improvements in billing procedures and grievance redressal.

Consumers often face difficulties getting incorrect bills corrected, while disputes over billing can also create uncertainty about payment obligations. The issue has raised concerns about the efficiency of the billing process and the need to identify the underlying causes of repeated errors.

Helpline 1912 Figures Highlight Billing Concerns

The Power Corporation’s toll-free helpline, 1912, allows electricity consumers to register complaints related to billing and other power supply issues. According to the available figures, 3,46,960 complaints concerning incorrect bills were registered between April and September last year. During the same six-month period this year, the reported number rose to 68,58,325.

The substantial difference between the two figures makes it important to verify the underlying departmental records before drawing definitive conclusions about the scale of the increase. A detailed review could help establish whether the figures represent comparable categories of complaints and whether any changes in reporting or data classification have influenced the totals.

Potential areas requiring examination include meter readings, bill generation procedures, errors in consumer records and delays in resolving billing disputes. However, the available information does not establish which factors have contributed most significantly to the reported increase. A detailed assessment by the power distribution companies would be necessary to identify the principal causes.

Electronic Billing Systems Face Questions Over Errors

Awadhesh Kumar Verma, chairman of the State Electricity Consumer Council, has called for the identification and elimination of the causes behind incorrect billing. He said the increase in complaints indicates that shortcomings in the existing system need to be addressed, particularly when electricity billing has increasingly shifted from manual processes to electronic systems.

According to Verma, merely resolving individual complaints is not enough. The authorities must examine why errors occur repeatedly and introduce measures to prevent similar problems in the future.

A systematic review of billing procedures could help identify weaknesses in meter-reading practices, data management and bill generation. Corrective measures would also need to ensure that errors are detected early and that consumers receive accurate bills without having to make repeated visits or submit multiple complaints.

Directions Must Translate into Action on the Ground

Verma welcomed the Power Corporation chairman’s instructions to improve electricity billing but stressed that the directions must produce tangible results. He said orders intended to prevent incorrect billing should not remain confined to official files. Distribution companies must implement them effectively and ensure accountability for persistent errors.

He also pointed out that some consumers avoid paying electricity bills while waiting for disputed amounts to be corrected. Such situations can cause financial and mental stress for consumers and may also result in revenue losses for the Power Corporation.

Timely correction of billing errors could help reduce disputes, improve consumer confidence and ensure that legitimate electricity dues are paid without unnecessary delays. Effective implementation of the chairman’s instructions will therefore be important in addressing both consumer grievances and the financial implications of billing disputes.

Need for Better Grievance Redressal and Systemic Reform

The continuing complaints about incorrect electricity bills highlight the need for power distribution companies to review the entire billing process, from meter readings to the delivery of bills and the correction of errors.

Examining potential causes such as inaccurate meter readings, incorrect consumer details and delays in bill revision could help establish where the system is failing. Clear timelines for resolving complaints and regular updates to consumers about the status of their requests could also improve the grievance redressal process.

The reported figures, however, require verification because of the substantial gap between this year’s total and the previous year’s count. A comparison based on validated and consistently classified data would help determine the actual scale of the problem.

The effectiveness of the corrective measures will ultimately depend on identifying the root causes, implementing practical reforms and ensuring that consumers receive accurate bills. A detailed departmental review could help establish the extent of the problem and determine the changes required to make electricity billing more reliable and transparent.
